ECHO & Family Center Early Childhood Council promotes and sustains a comprehensive, high-quality early childhood system to support families and providers and to prepare children for success in school and in life.
We offer comprehensive developmental screenings, access to infant/toddler mental health services, family support program referral hub, universal prekindergarten enrollment navigation, child care licensing and professional development opportunities, through community partnership.

ECHO (Early Childhood Health/Education Outreach) began as a grass roots organization in 1976 when a handful of educators identified the need for services specifically designed for children birth to five and the families who care for them. The ECHO Council started by offering free developmental screenings to all children as way to inform parents about their child’s development and offer services if children needed a little boost to prepare for school. The program grew over time and the ECHO Council was one of a number of communities that participated in a Colorado Early Childhood Pilot program in the 1990’s. From this Pilot work the formal structure that is the Colorado Early Childhood Council network thrives within the Colorado Department of Early Childhood. Challenges to providing services through ECHO to families in Fremont County are largely financial as the programs are grant funded.
Families who come to our office may not necessarily be looking for a service we offer, however, as the Early Childhood hub in our community we can connect them with the organization or agency who can serve them. Often times we are able to connect them personally instead of just handing them the name of an agency or program. This is a great success in building family resilience and scoffolding them as the build social connections and concrete supports.
We provide professional development opportunities for child care and other teaching staff. Oftentimes these training or classes are provided free of charge.
